Start with a focused learning objective
Choose one operational problem, leadership decision, or policy application that the exercise should explore. A focused objective makes the questions and instructor discussion more useful.
Give participants enough information to decide
Provide realistic initial conditions, then introduce updates as the scenario develops. Avoid testing whether participants can guess facts the instructor never supplied.
Ask for the thinking behind the action
Questions should uncover priorities, assumptions, risk assessment, communication, and anticipated consequences—not just a memorized answer.
